7mm-08 and 257 Roberts might fit the bill.

I've always liked the .264 mag also, but more than that, I've always wanted to make a 6mm/264 mag wildcat.

The 25-06 is more versatile in bullet weights and powder loads. You can shoot great flat / distances for prarie dogs with accuracy and also take out white tail with ease.
And for the gun make, I would go with the T3 synthetic / stainless.

I own a SAKO .243 and a single shot Monty Kennedy custom Hi-wall 25-06. Love them both but the 25-06 does it all with authority.

Everyone has their favorite long gun / caliber. So you will get many opinions.

I know nothing of cost of ammunition in the US.

But as I see it, for normal hunts on small to medium type game, I wonder why you're considering the .25-06 - unless you're thinking of the more flat-shooting curve offcourse and expect to use the wider range.

There's nothing you can't do with a .30-06 - that you can do with a .25-06 - when not looking at the flatter trajectory and further distances offcourse.
With this in mind, I'd say that the .25-06 have it's strong sides beyond 4-500 yards when compared to the .30-06.

The .30-06 have a wide variety of ammunition ready at hand, in just about any shop as it's a popular and well known cartridge.
I'd expect the .25-06 to be slightly more scarce when it comes to availability or variety of choises + it's likely to me more expencive.
The recoil/kick is just about the same with those two anyways.

If you're looking at .25-06 - might want to consider .308Win also.

For normal hunting purposes at 100-400yards and I'd have a choise between a .243Win, 6.5*55, 25-06, .308Win and 30-06 - I'd choose the .243Win or .30-06 any day and just learn how it shoots.

Norwegians and swedes are very familiar with the 6.5*55 round - and they use it for anything but dangerous game.
    Small game, deer, reindeer, elk...
I've shot it a lot, but at silhouette-targetting - I simply love that cartridge - but it's slightly more expencive here than .243, 308 and 30-06.

If it was prairiedogs or longer distances, I'd probably expect to use the .25-06 with handloads or find a cartridge that do expecially well in that rifle.
Afterall, that's what it's strong sides cover.

The mentioned cartridges should do the trick and fulfill your need, but it's hard to tell from the limited info that "all small to medium game" would be with no info of a typical range too.

At short ranges - 250yards, I'd even expect to use a .223Rem or perhaps .22-250 too.
Depending on what I'd expect to use it at - primarily small game.. or medium game.

.243 or 7mm-08, and .308....stick with the short action for best performance. The 7mm-08 would be best but availability of ammo for the .243 and .308 lend toward convenience.

I don't consider it a small round, but I do consider it one of the best "all around" cartidges. The .280 remington. I have hunted everything from deer to whistlepigs and it is extremely accurate. It was Dale Earnharts favorite caliber. It was formerly known as 7mm express, now its called .280. Ken Waters also cosiders it the best all around cartridge. Just my opinion.
