  For info on the Model 1890,made from 1890-1907,you'll need to contact:
  Winchester Museum,located at the Buffalo Bill Historic Center Attn;Cody Firearms Museum
  Po Box 1000
  Cody,WY 82414
  
  Yours will fall in those years since the beginning ser# in 1908 was 330,000

  BOBBYWINS is correct in that the best method of determining the precise D.O.M. would be for you to contact the Cody Firearms Museum (Waddy Colvert). The CFM has the original factory ledgers for serial numbers 1 - 329,000 for the Model 1890.
  
  That said, based on currently published Winchester serial number lists (which are not the most accurate), your 22 WRF was made circa late 1903. Here is the link to Cody -

  I was in Cody in 1997 and stayed two days going through the museum. I was fortunate enough to be there when the traveling Remington exhibit was on display in the basement. What an awesome museum and a must see for anyone who is interested in firearms. I fell in love with the town and want to get back there.
