We have a forum so people are free to post what they want as long as that posting adheres to good taste/judgement and does not violate the rules for posting.
Is this poster shilling ... maybe? They have posts in both General and Experts so one could bet that impression.
Having the "good Capt." zap this one in the Expert forum would be appropriate ... in the general forum, long as no posting rules have been broken the poster can "shill" away if that's what they are doing.
Is the sight presenty pretty lame? Yep! Said as much when this surfaced a day or two ago, by I believe another member.
Move it ... poof it? Don't care as long as it ain't in this forum.

He-Dog ... actually I think the posting guideline just below the one you highlighted would be more appropriate.
Regardless, there's a lot of stuff posted in General that could be zapped if Nunn strictly followed the posting guidelines. The pay pal gripes, the Wal-Mart posts, the "got taken" posts, etc.
Capt. Kirk has his area and Nunn has his and they call 'em as they see fit, I sure wouldn't want their responsibility.
You see "guidelines" and take it as hard and set rules, I see guidelines and take them as having some latitudes. Who's right, who's wrong ... maybe we both are ... Kirk will do his bit here and Nunn will do his in the General. It's all good and why we come here.
