Double check the chamber to make sure there isn't something keeping the round from fully seating. If you have access to some different ammo try (on hand or from friend ... don't go buy it) and if the problem is still there take it to a gunsmith.

If you just took delivery of the rifle call SOG and tell them what the situation is.

If you only have time to do two things so-so, or one thing well ... do the one thing!

I have an M44 that did exactly the same thing when I first got it. I just kept loading up the magazine and chambering and ejecting round after round. 15-20 times and it has worked right ever since. I do find that it works best to move the bolt quickly when loading a round. Otherwise something just gets off track.

    It's worn out.
No rifling in the barrel for about 4" fwd of the chamber.
    No matching bolt is sloppy.

Hello, sometimes the the extractor may be rusted to the bolt head not allowing it to go over the rim. Remove the rust if this is the case.

What technique did you use to clean the chamber?
I have had the problem with some Mosin Nagants, that they will close on some ammo but not others.
It is a nice gun, but it is no Mauser when it comes to tight machining and smooth bolt action.
