I don't want to discourage you too much but you had better be an excellent, knowledgable machinist before tackling the .400 Whelen. The shoulder has so little margin that you had better be an experienced wildcatter and experienced reloader as well. There is a reason that the .375 Whelen and .400 Whelen didn't catch on very well. There are much better cartridges out there(.375 H&H, .404 Jeffery, .416 Rigby, etc.). They are easier to load by far and don't require the handloader to get into case forming by fire forming cases before they can load them. It is a whole lot cheaper to buy rifles and to get started shooting than waiting and praying that the gunsmith, special reamer cutter, special die cutter can all get on the same page to create your rifle. Your probably looking at a long wait also because not too many gunsmiths are qualified or willing to take on the .400 Whelen. That said I wish you luck on your quest. OleDuk said it all in his note, barrel sources and reamers are really the easy part.

The 400 whelen was a bust as a wildcat. It's proven that the shoulder is too small to maintain headspace.
