S & W model 13 (old FBI issue)
I have come across a S & W model 13, which is suppose to be the old FBI issue. The gun has a pinned barrel and recessed cylinder, allowing the ammunition to seat low. The gun is 99% original blue and the trigger action is awesome. Is $299.00 too much for this gun?

At one time the FBI were issued 3" HB mod 13's . I would agree with Saxon it is a tad high. 0 -
from your description the revolver is pe-1982 as that was the year that change 13-3 tok place which eliminated the pinned barrel and recessed cylinder.
FBI took delivery of both 3 and 4 inch models in both square and round butt config. FBI favorite sidearm in 1974 then again in 86-87 and I believe that in the latter period the 3" barrel round butt was the preferred config.
Prices vary by region but a range of $250-300 for 98% condition is a good stake in the ground.
If you drop me an email with the s/n I'll give you an idea of when it was mfg., but unless it is marked as FBI property or the seller has a letter to that effect I would just treat it as an older M13 with a very good trigger/action.
If you only have time to do two things so-so, or one thing well ... do the one thing!0
