permit to buy handgun not required

thanks for all the input guys. I am still confused. Maybe each state has there own ruling on the age of the handgun not requiring a permit to buy. I'll ask my local dealer and see what he says. These gun laws get pretty complicated when you consider that all the state laws are a little bit different.
