Almost correct. The 700 is avaliable in both long and short actions. The 7 is short action only. The 7 is used to build compact light rifles as the 700 is used for just about anything you can dream up. One noticible difference is the bottom metal. The 7 has the front action screw under the hinged floorplate while the 700 has it in front . I personally have never seen a 7 with a heavy barrel. Dont know if it could be done. But from what I have seen the actions are pretty identical in design. That goes for the trigger as well. Though I could be wrong about that one. Big Stick is the one to tell you just about anything there is to know about the 7 as he has quite a bit of experience with them.

Everyone has a photographic memory. Only some have film.

Unless you are building a gun for light weight, I prefer the 700.They are the choice these days for most custom guns because of strength and ability to coax accuracy out of them due to many factors including the way the receivers bed to the stocks. The model 7 is a fine little action, and with some of the calibers availible in them these days they are even better than they used to be, but for something you can can do most anything with later due to the popularity and supply of stocks, etc. it's hard to beat a 700.They differ only in minor things such as scope base screws, etc. and size/weight.----[8D]
