Since you left the Ruger P9/40 and the Marlin Camp 9/45acp out of the mix I would go with the kel-tec. You can have them with different types of hand gun mag wells. This makes it more universal for me. My 2 cents [8D]

Which Saiga are we talking about? If it's a 7.62x39mm AK-type rifle that would be my choice of the three. Do they make a 9mm? If it's a 7.62x39mm it's more power for ammo that's close in price.

I've handled but not shot the Kel-Tec SU-16. It certainly is a light gun for an AR type weapon. Bushmaster now offers the Carbon 15, also light weight. Depends on your use. For dependability and fire power for price the Saiga. (rifle carts.) For amix of the two the Kel Tec. For light weight, price and accuracy, the bushmaster. All these use rifle rounds that are available either commercial or surplus ammo and will be as cheap or cheaper to shoot than pistol carts. in a rifle.
If your shooting a long gun, why use pistol rounds in it? Just my uses I guess.
