Is it hard to get a C&R permit?

I'm selling an old Martini (over 50 years old) with a new .222 Remington barrel. Prospective buyers are telling me it's a C&R. Is it? If you say "yes", please post an ATF reference.

For clarification, are you asking if Person #1 has a C&R, and Person #2 has an FFL, can Person #1 sell to Person #2? Yes. A person with an FFL may purchase firearms from anyone, licensed or not. If this is not what you want to know, please rephrase the question. 0 -
Thats kinda what I wanted to know. Are there any restrictions on how often a person with a c&r can sell to an ffl?
Thanks

No, in theory. However, if the firearms sold to the dealer by the C&R were not C&R-type guns, and the quantity was great enough, and the sales frequent enough, the Feds might become interested in the C&R from the viewpoint of being a defacto dealer (someone dealing without a license). Obviously though, for example, if a C&R licensee had accumulated a very large collection and decided to sell them off to an FFL dealer all at once, or a few now and then, it would be reasonable to assume that he has to sell them somewhere and that would be a good way to go. On the other hand, if the C&R was supplying the dealer with a steady stream of Lorcin .380 pistols it would probably raise some eyebrows down at the old BEATF. 0 -
Good advice! I agree with DG. 0
