Is there such a thing as a "preban" SKS?

No. SKS's, as imported, did not meet the criteria of "semi automatic assault weapons" (see the complete list in Federal Firearms Regulations Reference Guide, ATF P5300.4).

Now, it IS possible to add enough "banned" features to an SKS (& many other guns) to make it into an illegal "semi automatic assault weapon". Some folks claim that their SKS's were converted to AW configuration prior to the ban; while remotely possible that this is true, I wouldn't bet my freedom on the supposition that I could win an argument with the fellows with the bulges in the cheap suits.
