Consider the Savage Youth model. Great value for the money. Highly rated. There are several on GB auctions.

I started my older son with a 700 Rem in 243 with a shortened stock. My daughter started with a Savage 10 in 223 Rem with a shortened stock. My younger son started with a 700 in 22-250 and the stock off the 243 his brother out grew. The Savage youth model is a very good rifle for the price. They are a little heavier than the Model 7 and about the same as the 700. The Savage has a full length (22") barrel while the 7&700 use a 20" which isn't a big deal. The 223 is a fairly good deer killer if you carefully choose the angle and distance of the shot. The 243 is much better but also recoils more. I always sat next to my kids and kept control of the situation. I've just read that Remington is coming out with a lower recoil 270 & 30/06 ammo to allow new shooters to use bigger caliber guns w/o getting beat up.

Buy him a 243 Ruger Compact.I bought one for my son and he loves it.This is one sweet little gun.He used it on a 250lb. hog here in Cal. The gun is super accurate without all the weight.I would say this is your best bet.Just my 2 cents!
