Compensator vs Flash suppressor

I am going to buy a new AR-15. In the state of NJ you can not have a flash suppressor and a pistol grip on a rifle. Pardon my ignorance, but is there a substantial difference between a flash suppressor and a compensator?

    There is a major visual difference.
    ARs with muzzle brakes direct an unpleasant blast and concussion back to the shooter, especially with the 16" barrel. Flash hiders minimize all this as well as reduce a large flash. The Vortex is said to work best and costs most ($40-45).
    If your state forbids flash hiders, a bare barrel will be least annoying.
