What is the reason for the discoloration of this receiver (about the fourth picture down)?:

Is it just newly parkerized?

  The discoloration of the heel of the receiver is caused by annealing, which involved dipping it in molten lead. This heat treatment made the receiver less brittle & reduced the chance of cracking when the rifle was fired with rifle grenades. Springfield Armory did it only in mid-1943. Many pre-1943 receivers were annealed when overhauled.
  
  Annealing will show even after a receiver is reparkerized.
