Repait of Pentax PCF 7X50 Binoculars

I have this item and it needs repair. I no longer have the receipt. The focus knob doesn't focus and the focus lock doesn't work. Should I send to Pentax for repair or to somebody else? If not Pentax, who should I send it to?
