I wanted to let that thread work out it's own way. If someone you know comes up from NC to buy a long gun, you need to go through a licensee in that state. If it is a handgun he is supposed to make arrangements for a dealer in his home state to conduct the transfer. I got that right off the BATF website;
#'s B1 and B3 of the FAQ's.
That law was enacted so that DA's had one more count to stick on a criminals records for committing crimes with guns. However, the backlash of the law is that all kinds of law abidding citizens will make the mistake of buying/recieving a gun from a friend or relative while on vacation and break that law...unknowingly.
I have used FFL's for all my purchases only because I've dealt with licensed dealers who make their living dealing in firearms and are required to report to the BATF, therefore they only ship to licensed FFL dealers.
I didn't know until last year that this was the law. In fact I asked about it when in Reno NV, about purchasing a pistol from a dealer and he said it was okay to sell it to me, without knowing that we are supposed to complete the transaction here in MN.
This law as intended, was to up the criminal anti. Unfortunately, it has had the opposite effect and has played into the gun control peoples hands.
