ruko (hakko) scope

I picked up another pre 64 model 70 today and it has a 2.5-10X42 scope that I have never seen before. It is serial numbered and made in Japan. The adjustment caps have a "H" on them with the wording, recoil,fog,water proof... Any information would be appreciated.....
