Federal .270win HE's???
What is the story with Federal .270Win HE ammunition.
I know it means High Energy, but why is it made - I mean the purpose of it and how is the energy obtained?
Would it be safe to shoot in a standard, off the shelf (modern and in pristine order) rifle?
Except for semiauto as allready mentioned.

The "why is it made" ought to be obvious. Because shooters want more energy from higher velocity but available in standard cartridges without having to purchase a new rifle. It is also a way to stimulate and expand a stagnant market and gain market share, etc, etc, etc.
The purpose is to make and supply a cartridge to the general public with more energy and a flatter tragectory for the shooter who feels the need to extend their range and yet maintain enough energy at the target to put the game down humanely.
The "how is the energy obtained" is more complicated.
Hornady, for their Light Magnum line of ammunition, contracted Winchester to produce a new powder that released a higher energy through greater velocity but at SAAMI pressure limits. This powder is NOT available to the public at all. However, the real trick was in the loading procedure. The powder was delivered into the case from a long drop tube along with a couple of other tricks, inducing a large degree of compression to the charge. When you pull a bullet from one of these cartridges, you can't just dump the powder out onto the bench. It has to be 'picked' out with a tool. Then when you try to get it all back in, it doesn't all fit.
Federal used a duplex powder loading scheme and compression to achieve similar results.
These cartridges are perfectly safe to use in modern, off-the-shelf rifles in pristine condition. As you point out though, they are not recommended for semi-auto rifles.
