Altering a M1A receiver to lower scope

I was wondering if the rear sight portion could be milled down, then a welding a Weaver type base, for a ring to attach. Would this lower the scope more that a M25? This is a hypothetical question, I'm not going to do it. Just in case you guys were worried about my saftey.
