does anyone make a steel shot for 28ga shotguns?

  zack, I've not heard of any offerings nor could I turn up any with a search. However, if you go here, you can get 28ga Bismuth loads or all the reloading components to make your own 28ga steel loads:

  If you are going to use it for hunting I would stay away form the steel anyway. Go with the bismuth.
