whats the deal with sten receiver tubes?

i'm looking into building a semi auto sten from a parts kit, and when i went to look at receiver tubes for them, i find that none of them are sold complete, why is that? also, how hard is it to finish them, the seller says all you need is a hand drill and a dremel tool, i've got that down, i just dont know the difficulty of finishing it, please give me some input, i dont want to spend money for an expensive paper weight

  The deal is no one whats to talk about anything to do with homemade SMG's.
  
  The parts kits are from the full autos and they have to be modified in such a way as they can NEVER be made to function as full auto.
  
  While nothing could be made out of it, the local ATF did confiscate a kit and a blank receiver tube from a fellow around here during a drug raid.
  
  You would be well advised to contact ATF with your questions. What you propose is perfectly legal, but there is not much wiggle room.

  ah, i thought they had been modified somehow to fire semi, that makes alot of sense now
