savage model c question

I have a savage model c that has no serial #. it is a bolt action single shot 22. can anyone give me any info as to the age or value of the gun? it is in about 85% cond., and is very clean for its age. It has to be pre 1945ish? - isn't that about when serial #'s became standard on all weapons? what year range were they made? it has a round barrel if that helps.

  The requirement to serial number ALL firearms was legally mandated in 1968.
  
  I've gone through my references, can't find a Savage Bolt Action 22, identified as the Model C. Most of the early Savages are identified numerically.

  Savage sold a Model 3, 3s, and 3c the 3 was the base model, I have never seen the 3s, the 3c has a front peep sight, front shrouded sight with target inserts, longer barrel.
