Tracking a 9Luger bullet.

Hello, seeing under my desk I found several 9mm bullets showing around the primer some letters. How can I know date, brand and other info on it?
For instance it reads: 9x19 FMSF73
Also have a kind of seal around the primer itself and the junction between the bullet and the case.

  Your cartridge is a 9 m/m Luger. As you have probably seen by now the manufacturer is F?brica Militar de San Francisco, San Francisco, Argentina. The cartridge was produced in 1973.
  
  The seal around the primer and the cartridge base and the junction between the bullet and the case mouth is a sealant to protect cartridge against water infiltrating into the primer and the gunpowder.
