Can the bayonet on an SKS Yugo be removed legally?

just bought a sks,gun fires but does not cycle,won't even eject spent cartridge,gun seems clean and has been checked out by a gunsmith before shipping(so I"m told) what should I do with this rifle short of making it into a lamp( I saw that one coming)[?] 0 -
Check to see that the gas shut-off (to enable grenade launch) is set correctly.

Yugo SKS's come packed with grease; it must be disassembled down to the tiniest, itty bitty, part, & then all grease must be removed. Go to www.surplusrifle.com for instructions.

boeboe is correct, just switch the gas shut-off valve.
65gto389 mis-spoke, it is not near the bolt.
If you fold the grenade sight down, you will touch it. It is near the front of the gas tube..makes sense.
Dis-assemble as nmyers said. Following instructions it is easy the first time and is intuitive every time after that. When you take it apart, you will shake your head and smile at how simple it is, and how reliable this 'loose fit' firearm is. The gas valve deal is a common mistake. It is also useful to remember if you want to let a younger user shoot it...he will have to chamber every round in a 'bolt action gun' manner.

This was an interesting post.
It helped me make up my mind. I will be buying one of these SKS rifles asap. I like that "single shot" option/capability. [:)][;)]
And, these guns are sure affordable.
