Handicap load

I ran into a handful of W-W 12 ga. shells which are black plastic, 2-3/4", which say "Handicap Load" on each shell. They are loaded with 1-1/8 oz. of # 8 lead shot so it's obviously a trap load. What is a "handicap load" used for?

  27yrd stand is the handicap position, thus the 1 1/8 oz load of #8's. More shot in the pattern farther out.
