Yes it is and so is armor piercing ammunition; however, don't allow someone to sell you steel core ammunition and claim that it is armor piecing ammunition. They are not the same.
There is nothing exotic about steel core and/or steel jacketed ammunition. It is the metal of choice for most countries to use since it is inexpensive and easy to obtain. Other countries don't use the relatively more expensive metals like brass and copper like the US does because of the cost and higher priorities for that metal. Many countries have used steel ammunition for years as Germany did during WWII. China, Russia, parts of Europe, and many of the former eastern block countries all used and still use steel ammo.

It's legal to own and sell as far as I know. So expensive because the local gunshop commandos will pay top dollar for. At a local flea market, one of the vendors told me he couldn't keep in in stock. The wanabe Rambos are willing to pay $5.00+ for a 10 round stripper of the Chinese copper washed stuff.0 -
I was under the impression that the manufacture and importation of steel core ammunition was banned in 1994 (except to law enforcement of course). To own such is ok but not make it or import it. Am I wrong in this? 0 -
This is a really a confusing topic because the liberal congress of the Clinton era made this law so confusing it is difficult for anybody to decipher what it actually intends or means. The liberals redefined AP projectile in 1994 in response to Century Arms introducing a pistol in 7.62x39 mm. So you can thank them also for being greedy.
First of all Tenring has incorrectly presented the question. He didn't state if he was an FFL Dealer, an individual, or an ammunition manufacturer. Next, FMJ has nothing the to do with the ban on steel core bullets unless the jacket constitutes 25% of the total weight of the bullet. The ban is for steel core projectiles that can be used in pistols - not loaded ammunition. It has nothing to do with loaded cartridges - just the bullets. I will spare all from the definitions and other nuances of AP ammo.
ATF has listed the following rounds as AP ammo:
All KTW, ARCANE, and THV ammo.
Czech made 9mm Para. with steel core.
German made 9mm Para. with steel core.
MSC .25 ACP with brass bullet.
BLACK STEEL armor and metal piercing ammunition.
7.62mm NATO AP and SLAP.
PMC ULTRAMAG with brass bullet (but not copper).
OMNISHOCK .38 Special with steel core.
7.62x39 ammo with steel core bullets.
ATF has specifically exempted the following rounds:
5.56 SS109 and M855 NATO rounds, with a steel penetrator tip.
.30-06 M2 AP ammo.
Here are the federal restrictions that apply to AP ammo:
If you are NOT a (FFL) licensee under the Gun Control Act (an individual):
It is: OK to OWN AP ammo
OK to SELL AP ammo
OK to BUY AP ammo
OK to SHOOT AP ammo
NOT ok to MAKE AP ammo (18 USC sec. 922(a)(7))
NOT ok to IMPORT AP ammo (18 USC sec. 922(a)(7))
The only persons who can make AP ammo are holders of a type 10
FFL, also needed to make destructive devices, and ammunition for
destructive devices. The only persons who can import AP ammo
are holders of a type 11 FFL, who can also import DD's and ammo
for DD's.
If you are a licensed manufacturer or importer:
NOT ok to SELL or DELIVER AP ammo (18 USC sec. 922(a)(8)
(with exceptions for making/importing for law enforcement, export, or R&D). No additional restrictions, except as listed below. This applies not only to holders of type 10 and 11 FFL's, but also type 7 and 8 FFL's (makers and importers of guns other than DD's), as well as holders of a type 06 FFL (maker of ammo other than for DD's).
If you are a licensed dealer, manufacturer, importer or collector:
NOT OK to SELL or DELIVER AP ammo without keeping a record of the sale, similar to the bound book record for firearm sales. (18 USC sec. 922(b)(5)). No additional restriction, except on dealers as noted below. The records required to kept on sale or delivery of AP ammo need only be kept for two years, not twenty years, like firearm records. See 27 CFR sec. 178.121, and 27 CFR sec. 178.125.
So there you go Tenring, now you have all the information, so digest the data and figure out what you will do with it next. If you are an individual you can buy, sell, own, or shoot AP ammo.
