Makarov won't double action fire, why?

I recently purchased a Romanian Makarov 9 X 18mm pistol. For some odd reason it will not fire double action (except on very rare occasions). It fires single action flawlessly.
Anyone know if this is normal? Thanks

  There is a rotating pawl that operates on the right side of the hammer. I would check for any damage or misinstallation of the pawl. Secondly, you need to remove the grip and reinstall the mainspring, I bet the fingerspring for the pawl is broken or not installed properly.

  Well, I will take apart the handgrips and take a look. Maybe it is the spring is in wrong, I don't know. Thanks for the suggestion.
