Mauser 1891 Argentine with clasped hands

I would like to know the meaning of the Clasped Hands on the Mauser 7.65 Argentine Rifle. Also, is this a rifle built for the Argentine Military. Thanks for your attention.

  That is the Argentine national crest.
  It is symbolic of brotherhood and unity.
