A couple of good books are: Lugers at Random, by Charles Kenyon, Jr., and The Luger Pistol (Pistole Parabellum), by Fred A. Datig. These cover some markings. You can find the proof marks in: The Standard Directory of Proof Marks, by Gerhard Wirnsberger. As far as I know, no record exists of to which individual a particular pistol was issued, but many of the W.W.I vintage pistols will have unit markings stamped on the grip frames, and these can be translated.

Go to this site, http://www.lugerforum.com/ there is a menu on the left hand side of the screen, click on "Techincal Information" then click on "Markings".

Unless the Lugar has some unit or naval markings on it, your out of luck trying to find out who it was issued to.
