Looks like possibly the same as the loads for their cable cutter.

MSA made all sorts of "tool" cartridges for specialized equipment, including - during WW2 - mine clearing rounds. My best guess is that these would be loaded into a specialized single shot "gun" behind a separate projectile - like some sort of hardened steel. Then held against the flange of a rail to punch a hole through which a spike could be driven into an underlying tie. Most likely in mining operations rather than railroad.

The rail was pierced in the web, not the base flange, at each end, to allow the "fish plate" rail joiners to be bolted on.
I imagine a talk with a local Gandy Dancer would get you some description of the application.
