Shipping hi-caps to NY

Is shipping them to NY customers illegal, or just the end-user possession within the state? I have a customer from NY that won an auction despite the "no sales to NY" disclaimer and wish to verify whether or not I am correct in my belief that it's illegal for me to send Beta-C's to NY customers.

  When did NY pass a law against full capacity magazines? I was there from 1999-2001 and they were completely legal then. I thought I kept up with their laws.

  It is a class D felony to manufacture, transport, dispose of, or possess a large capacity ammunition feeding device, which N.Y. Penal Law ? 265.00(23)defines as "a magazine, belt, drum, feed strip, or similar device, manufactured after September thirteenth, nineteen hundred ninety-four, that has a capacity of, or that can be readily restored or converted to accept, more than ten rounds of ammunition."
