Welcome to the forums...... It might mean "Orange County Sheriff".
I have a Smith model 15 I bought a few years with O.C.Ca. stamped on the left side of the frame. It was previously probably a bailiff's revolver that was issued by the county.
Its likely the "C" and the "S" are for county sheriff, as for the "O", there are lots of possibilities.

There is a S&W Instruction sheet listed on Gunbroker.com auction.
