AP Ammunition Legality Question
I know AP ammunition has been discussed before, but the recent issues with FN's Five-SeveN has left me somewhat confused (like "confused" isn't my normal mental state anyway [;)] !)
I see SS190 ammo being sold (expensive; $13/round!); that round is considered by ATF to be an AP round. The way I understand what I've read on the ATF site is that rounds designated as "AP" are not legal except for law enforcement.
Am I missing something? Or are those selling/buying SS190 ammo playing a dangerous game?
If it's not legal to own AP rounds, what sort of penalties are those buying and selling it risking? I ask that because, while I find ATF's site saying (what seems clear to me) that civilian ownership of AP rounds isn't legal, I don't see it referenced to any specific law, nor do I see any descriptions on the penalties for sale/possession?

Ap is legal in rifle ammo but not legal in handgun ammo. Thats the law here in Cal, and I believe its also a federal law.
The idea being that since most police shootings are with handguns, they did not want ammo out there that would penetrate ballistic vests. Rifle ammo will penetrate them anyway so not much point in prohibiting rifle AP.
There are some "handguns" that shoot rifle calibers like the Professional Ordnance Carbon 15, but .223 was not on the banned list.

I'm about the furtherest you can get from a lawyer,but understand it. I guess it mainly depends on your home state if they regulate rifle ammo that a handgun ,made commercially,fires is outlawed.. Otherwise rifle and shotgun is exempt from the BAN..modoc

competentone, some of the high priced 5.7x28 are exotic loadings primarily of interest to historians / collectors. I don't deal in this round, but from what I've seen $13/rd is just a bit, a very big bit, on the high side. Tracer, yeah.
Even handgun AP is legal in single round sales for collector purposes under Federal regulations. State & municipal regs can be much more restrictive, just as they can be / are for firearms.
