AR 15 Sights

I just picked up an Oly Arms 16" HBAR upper. It has an aftermarket A2 rear sight, the original sight was an A1. When I zero the sights at 100 yards, the rear aperture is cranked all the way over to the right, almost touching the stop.
Though it shoots straight, it looks odd. The guys at the shooting range suspect that the barrel is not indexed properly on the upper receiver. Can this be corrected?

    Is the front sight base tipped? This happens sometimes as the pins are tapered.

    I have not taken the barrel assy apart, but I suspect that possibly the barrel and the barrel extension might not be perfectly lined up. Can a mechanically-inclined person take an AR-15 barrel assy apart without getting into too much trouble, or is this something that needs to be done by an Armorer?
