  Glaser? MagSafe?
  
  Could be one of those. Weigh it next to a 115 gr. 9mm and if it comes up short, then it is probably one of the above.

  Blue Tip Glasser they also come in a silver tip. I beleve the Silver Tip has greater penitration than the blue Tip. There are more experts that will chime in. [8D]

  If I'm not mistaken, the Military codes it's low-velocity 9mm practice tracer rounds with blue laquer tip. That would appear to be an M939 ordinance (AT-4 subcaliber trainer)
