California Transfers
What exactly is required to transfer a rifle from an individual in another state to a California resident? In the past, all my FFL needed was a photo copy of the other individuals DL, now he insists the deal must be FFL to FFL. Does anyone know the chapter and paragraph of the CDOJ regs that cover such a transfer? My FFL seems unable to deal with the electronic DROS form which is only setup to accept a FFL, or a California DL, or Military ID from the seller. --S40

Not only is an FFL to FFL transfer not required, the California Penal Code specifically allows a California dealer to accept a shipment from an unlicensed individual in another state. The applicable reference is PC12070(b)(14).
The dealer however, does have the option of setting his own policy and insisting on shipment from an FFL. It's just not required by law.0 -
South your FFL can't transact it in DROS as a PPT, he has to recieve it into his inventory from the individual then transfer it to you. 0 -
[8D]Yo South40, I have had 16 xfers in the last 5 yrs in Cal. if you want that rifle-find a FFL that will xfer for you, all five FFL's I have used REQUIRE FFL to FFL-forget the Cal. laws just bite the bullet and do what the Dealer says.[^][^][:D]
