How to ship blank .22 cartridges to Spain

Does anyone know how I can buy .22 calibre blank cartridges to use here in Spain? I want to use them to power a dummy bird launcher, but they apparently cannot be shipped legally from the U.S. by air and the quantity I need, 100 - 200 cartridges, is too small to be practical to send by ship, I am told. Any advice would certainly be appreciated.

    Contact one / both these organizations to determine the details of importing material to Spain:

    I know that many European cartridge collectors carry rounds in their checked baggage in traveling between the US and Europe. With the big International Ammunition Assoc annual meeting / cartridge shop coming up in late March (in St. Louis), you may be able to arrange for an indivdual returning to Europe from this event to bring them along for you.
