Has UPS gun shipping policy changed?
My local dealer shipped a shotgun receiver for me today. I paid him $25 in advance. UPS told him they had changed their gun policies recently, and all guns (not just handguns) must be shipped 'next day' or 'overnight'. Hence, instead of charging $8.52 to ship a 7 lb package to the neighboring state (Wisconsin to Iowa), it cost a whopping $43.69. Almost more than the receiver was worth. What are you folks across the country experiencing when dealing with UPS? This seems like blatantly outrageous price gouging for folks who deal in guns.

I know of no policy change, per se, but UPS is well known for making up "local" rules.
Also, if the shipping point is a UPS franchise, they have to charge the same shipping rates as if an item is shipped at a regular UPS outlet ... but they can tack on whatever they feel they can get for insurance, etc. Also the franchisee can just flat out refuse to take a firearm and there is nothing that can be done about it other than to not do business with them.
If your dealer does much shipping he should know his alternatives, such as FedEx and even the good old USPS which licensed dealers can use by filing the necessary paperwork with their post office branch.
Personally ... I think your dealer got "snookered", big time!

Unless the receiving dealer has some kind of personal hangup about receiving guns from unlicensed individuals, you didn't need a dealer to ship it. You can ship a long gun yourself via U. S. Postal Svc.
UPS has an internet site where you can check their regulations. I don't know their url.

Must be a "local" thing. Of course, the CMP ships next day don't they? I'd look into it.

Some folks just make up the rules as they go along; I don't know if your problem was the shipper or UPS. UPS & FEDEX both post their rules on their websites; they call them "tariffs".
You (a nonlicensee) can only ship firearms from a company customer service counter, never a franchise or packing store. All firearms require an "adult signature required" sticker, which alone costs about $5. FFLs, or anyone with a daily pickup, can have them picked up. Handguns must be shipped Next Day Air services, NOT 2nd day air or any other way. I've heard this rumor about requiring long arms be sent Next Day Air for several years; it is still not true. That's why I print a copy of the firearms section from the tariff & take it with me when I ship a gun; some clerks just don't know the rules.
The frame IS the gun, so a long gun frame can still go by ground. The fact that it may be smaller than a handgun is not relevant.

The ups website says only dealers can ship firearms threw them last I checked. Reason I checked was the local ups place wouldent ship a rifle for me I had to go pay twice as much at the local gunshop. 0 -

In my limited experience with UPS I have found it depends on who is behind their counter when you go to ship a firearm. The last dealing I had with them I was trying to send a gun back to Thompson Center Arms for repair. They told me (on that day) all guns would have to be sent from FFL dealer to FFL dealer. So, I went to my local post office and sent the item without a hitch. I can't wait to take my C&R license, along with the C&R of a buyer, to UPS and se what results I get that day.

UPS & FEDEX rules permit a nonlicensee to ship a firearm, but only for repair or customizing. That means that you can't ship a gun you sold to an FFL. (Of course, there is nothing to prevent you from declaring such as gun as "firearm for repair".
DHL does not permit the shipment of firearms. Too bad; if they did, I think everyone would use them.

It is illegal for anyone but a dealer or manufacturer to mail a handgun, with a few rare exceptions. Rifles or shotguns can be mailed by anyone.0
