No individual to FFL transfer ?

I have not bought a gun from an individual out of State in 3 years.

I was high bidder on an auction and stopped by the range on my way home to get the FFL there to send the paperwork to the selling party.

He told me that he will only send a copy to another FFL, not to an individual (and this is a guy I see every week and do bussiness with). I contacted the gunsmith I use and he says the same thing.

Have I been in the dark all along and just did not know that the practice is FFL to FFL all along ?

    Some people are overly cautious or don't understand how FFL's work.
    I asked a guy once if I took a MD's licence off the wall would that make me an MD?

    There's no harm in verifying that you are an FFL to a non-FFL. It doesn't have to be signed though. He can just ship to the address on the licence.

    You are correct & both guys are wrong. But, you are not responsible for the paranoia of others.

    However, I doubt that a dealer who won't give you a signed FFL will give you an unsigned one. Actually, all the seller needs is to know the FFL number, & he can then get validate it on the ATF EZ-check. He then ships it to the address that ATF shows for that number.

    If an FFL is worried that his license may be misused, all he need do is stamp/write on it "FILE PURPOSES ONLY". I know I wouldn't be stupid enough to sell a gun to a guy I didn't know who showed me only a signed copy of an FFL, but some people might be.

    Dealers DO need to know who sends a gun for entry in their bound books. As a seller, I usually offer to mail/fax a copy of my drivers license to the FFL; most will then agree to send me a copy of their FFL, even those who initially say "FFL-to-FFL only".

    Unfortuneately some dealers feel that if all transfers go from dealer to dealer.... Each one gets a transfer fee... I simply require a non-dealer (shipping to me) to provide me with a photocopy of his ID..and match taht to the returnaddress on the package... That's the ID I enter in my book... If it's dealer to dealer we trade copies of the FFLs...

    Make things simple, have the seller send it thru an ffl and you rcieve it the same way. DONE

    it is a policy decision but some dealers dont want there license floating around out there in the hands of a non-FFL - its their call

    Is this a handgun?
    Is this FFL in NY,NJ,MA,CA,ETC?

    He may have to do it that way because of his state laws.

    The other guy is going to have to pay someone with an FFL too. It may cost him $20-$50. So I would not be surprised if he asked you for more money. I,ve had people do this to me before. Maybe you should look for someone else to do this transfer for you. Gunbroker has lists of people who may be near by you.

    Good God Neal! For 5 minutes of paperwork? Plus the chance of seeing a gun you may have not handled before? Check the GB list of receiving FFL's!

    I agree! But, it is what it is. I'm just reporting the news; I don't make it up.

    Things are dismal on the firearms front in Maryland. The last remaining gunshop in the city of Baltimore was closed down 6 years ago. The few dealers left in the suburbs are slowly being strangled. Most new handguns are no longer allowed to be sold here, either because the manufacturer chooses not to include a fired case, or because the guns lack an "internal safety". Nothing is left except a few used guns & rifles/shotguns that can be bought at Wallyworld for less than the distributor price. You can't make it on repairs & reloading supplies alone.

    The few dealers left have to cover the rent, & they have to charge big fees & high markups. Look at us closely: If you, too, elect leftist do-gooders to run your government, the same thing can happen to the rest of you.
