CUSTOM 10-22 PISTOL

I WAS LOOKING THRU THE AUCTION THE OTHER DAY, I SAW A GUY MAKING CUSTOM PISTOLS OUT OF 10-22 RUGERS. BUT FAILED TO GET THE NAME. CAN ANYBODY HELP?

they would be SBRs then, wouldn't they? ATF states once a rifle always a rifle... so unless he's able to buy stripped receivers from Ruger there's no way to build a pistol legally... and Ruger is funny about selling parts of any kind...
