CA Gun Laws HELP NEEDED!

Hey, i think i posted this a week ago or so, but the forum was down (maybe?)...i couldnt access it and i got no responses. so here it is again.
Does anyone know the specifics about transfer of firearms from a father to son in CA? My dad wants to give me the lower receiver to an AR-15 and im not sure how the laws work. Can anyone help?

  You can't recieve a AR-15 lower into California, its not legal anymore and for a true Colt AR-15 it hasn't been legal since 1989. For a non colt lower it hasn't been legal since 1999.
  
  Sorry, but your out of luck.
  
  There are a few ways to do it legally but they require you to jump thru many hoops and will cost you lots of money. For example if you became a AW gun dealer you could recieve it. If you apply for an exemption to SB23 or the '89 ban with the Cali DOJ(which they never grant) you could recieve it. If you were a sworn peace officer and had a letter on offical letterhead authorizing your receipt you could recieve it..
