Spider..he can send the post-ban hi-caps to an FFL here in NY. It's up to the receiving FFL to distribute them within the law to the end-user (such as a police agency, etc).
However, in the real world, FFL's are not needed for a gunpart transfer. And that begs the question:
Is a seller bound by NY law when initiating a shipment from out of state directly to the end-user? I really dunno. The magazine is only a gunpart. ATF and the USPS are out of the loop..or are they? I don't righteously know[B)][:0]

I'm not sure about NY, but recently we shipped a NIB Springfield XD 9mm to a dealer in NJ for a NJ resident who bought it at a gunshow in PA. The dealer in NJ called us and was extremely agitated as the 2 included mags had 17 round capacity, NJ has a 15 round max. He returned the mags to us and we found and shipped two ten rounders to him. 0
