    Transfers of firearms between unlicensed residents of different states is prohibited and the transfer will have to be done though an FFL dealer in Colorado. It is perfectly legal for a person from NC to buy a long gun from a dealer in CO, but not from a private individual. He can ship the rifle back home with his checked baggage, but call the airline first to find out the specific rules for transporting firearm with the carrier.

    Mark is absolutely correct. An unlicensed person may sell face-to-face to a resident of his OWN state only. Either have a Colorado dealer do the transfer to him, OR- you ship to a FFL holder in his home state, who does the transfer. Yes, an unloaded rifle in a locked hard case may be DECLARED and shipped in your checked baggage. See your airline website AND the TSA website for info on traveling with firearms.
