i am not going to be able to help with an exact date as there are no known factory serial number listing.
MODEL 1906 SMALL SOLID FRAME DOUBLE ACTION
.22 RIMFIRE CALIBER
1905-1941
7 shot cylinder capacity, pull pin cylinder release, nickel finish (blue optional), 2?, 4? or 6 inch barrel lengths, hard rubber Target Logo grips, marked with company name and address on left side of barrel and on top strap in two lines "H&R MODEL 1906 22 CAL. R.F."
After 1930 listed in catalogs as: H&R MODEL 6 DOUBLE ACTION No. 96 .22 RF CALIBER 7 shot
VALUE: 100%=$185 60%=$65
after the H&R Trapper was introduced in 1924 this gun lost a lot of its popularity my best guess as to age would be between 1920 and 1924.

Backing up Bill G's posting: I have a "TRAPPER" with s/n 108999. As Bill posted, with that model starting in 1924, your '06 with a 99760 s/n would fall into the time span he mentions; probably closer to 1923. 0 -
Why did the Model 1906 become less popular after the Trapper model was introduced, if they were the same basic gun? 0 -
it is a simple matter of the longer barrel and oversize grips. small pocket sizes revolver were losing their popularity as there was not as much need to carry a gun in the middle 1920's. the H&R line of double action revolvers (model 1904,1905 & 1906) were never a very popular line. cost was more that the american double action and the young american models which were still in production.

Another thought --- merchandizing has got to be the main reason for Trapper replacing the 1906. By the 1920s the 1906 name made it obsolete so H&R gave it a catchy name and put the sawhandle walnut grip on it which to the public made it a new, different and modern gun. 0
