Why do some states that seem gun freindly not honor some other states permits like wyoming not honoring north carolina but honoring south carolina and montana honoring north carolina but not south carolina

    Many states will only honor the CCW permit of another state if that states requirements for issue are equal to or higher than their own.

    As an example, Indiana will honor Ohio's CCW permit, but Ohio will not honor Indiana's CCW permit. Ohio has more stringent qualifications to meet than Indiana, and as far as I can tell Ohio won't honor those states that don't set the same or higher standards that Ohio does.

    Because the criteria to get a CCW aren't standardized between States, States will generally only honor CCW permits from other states that have equal or more stringent training/application criteria than their own.

    There is another issue of reciprocity, that some states will only recognize the permits from states that recognize THEIR permits.

    This creates an annoying mess, where most States will only recognizes a subset of permits from other States.

    As mentioned can lead to situations where State A (eg South Carolina) will recognize the permit from State B (eg Georgia), but not the other way around. This is actually not all that uncommon.

    There are charts you can look up on the internet to see which states will recognize YOUR permit. For example:

    For what its worth, I think Texas will honor ANYONE's CCW permit. Vermont doesn't require ANY permit to carry concealed. I think this at least USED to be true of Alaska as well, though I'm not sure if it still is true.

    Lastly, many states will offer CCW permits to out of state residents, so long as the appropriate training criteria are met. THOSE out of state permits, may be reciprocally recognized by third states.

    So, for example, even though a SC permit isn't recognized in Georgia, an SC resident could still get a Georgia permit. Alternatively the SC resident could get a Florida permit, which would then be recognized in GA.
