Ship guns to different states and FFL question

I am not very clear on the regulation. Let's say there are 3 people:

A in California, not FFL holder
B in Washington, FFL holder
C in New York, not FFL holder

Since A cannot send a gun to C directly, can A send his gun to B first and B send to C without going through a local FFL dealder in New York? (Assuming A,B,and C are friends)

    No. For a handgun, C must live in the state where B has his business. For a long gun, he can drive to B's business, and make the transfer face to face. There are a VERY few exceptions to that.

    Wow you lost me on ABC's

    If you are sending it out of ANY state it needs to go TO an FFL. There is no Federal requirement that the sender is an FFL but some FFL's by CHOICE will only accept firearms from FFL's. It does not matter if you are friends or even blood related. ALL out of state transfers must be TO an FFL.

    So if A wants to send a gun to C it HAS to go to an FFL in the SAME state as C.

    If it an interstate transfer then one way or another it has to end up in the hands of someone with an FFL, which means that gun gets as far as Washington State and then it is stuck there.

    You've picked a touchy state as the final destination (New York). I live here.
    1. Out-of-state and 'same state' shipment of Handguns into NY (except New York City):
    They must be shipped FFL-FFL. Have it shipped to an FFL nearest your 'friend', so he can pick it up. County Sheriff purchase authorization needed. The FFL in NY will conduct 4473 review. NICS is unnecessary, because he will have to have a pistol permit, or the deal doesn't go down.

    2. Out-of-state and 'same state' shipment of Long Guns into NY (Except New York City):
    FFL's that are in NY have said (on this forum) that they would be willing to accept out of state inbound shipment of a long gun For Forum Members from a non-FFL. So that means OK you-FFL. The FFL then must conduct a face-to-face sale to the end recepient, as there won't be any shipment directly to the recepient in NY. No guns allowed that were illegal during the nationwide ban, unless it was manufactured prior to the date of the start of the ban. Same for high-capacity magazines.

    New York City-Handguns: Purchase authorization needed from the Police Commissioner prior to release by the FFL.
    Long guns: Proof of registration by the Firearms Control Board needed prior to release by the FFL. No long guns allowed at all that were illegal during the nationwide ban. Best, Joe

    If B sends the gun to C without actally meeting him, B can kiss his FFL goodbye if the ATF gets wind of it.

    Item in blue, above..I covered both interstate, and intrastate shipments in paragraph two. To recap: Any (New York) 01 FFL has to send to an FFL. In New York the 4473, and the NICS must be filled out, and it must be filled out face-to-face. And the NICS must be approved prior to the firearm being released to the public (end-user taking posession). Best again, Joe

    Who ever is on the receiving end: A,B,C,D,E,F or G needs to have an FFL to receive any modern shipped in from another state.
