99.99% yes, you can buy w/o being a dealer. MIGHT be some local restrictions but basicly it's just a length of pipe as far as the Feds are concerned.
Just make sure it's not screwed into a receiver [:)]

Barrels aren't restricted parts.
You don't need a license to buy or sell them in any jurisdiction within the USA that I am aware of. (There are jurisdictions in parts of the world where ANY part of ANY gun is restricted).
Just make sure that the barrel LENGTH is legal for the gun you want to put it on. If putting the barrel on the gun would create an illegal gun then just owning the parts SEPARATELY is also illegal under a legal theory called "constructive possession".
This is a simple way of preventing people from obtaining legal immunity just by disassembling their illegal guns. For legal purposes, a collection of parts is still considered a "gun", even if the parts aren't assembled.
In other words, if you own a shotgun receiver and a matching 12" shotgun barrel, the barrel does not actually have to be attached to the gun for owning both to be illegal. If you're caught possessing both, you may be charged (and likely convicted) of possessing a short-barreled shotgun.0 -
No problem in buying barrels. I have bought 4 TCR barrels & 5 contender barrels on the auction side. Very happy with all of the transactions[:D][:D] Eddie 0
