Kroil penetrant and copper wool. let the kroil sit on the rust overnight, this stuff will get under the rust and lift it off.

I have used "frontier 45" metal cleaner with good results.

White vinegar will also remove the rust and the bluing also. I did a old .22 that way, wrapped it in cloth or guaze then soak it with vinegar and let it soak about 30mins to a hour, wipes right off. Then of course you need to reblue it.

This is probably your best option if you don't need to reblue.

Is there a copper wool as well as a brass wool? I am thinking that copper wool would probably be less abrasive. I have never seen it for sale.

Robin, the copper scrub pads I've seen weren't exactly "wool" in nature, but more course than that. I buy 'em two for less than a buck at Walgreen Drugs in household cleaning supplies.
