What is the difference in these rounds other than the 06 was developed for spitzer bullets?

  The '03 has a longer neck. Cannot be used in an '06 chamber. However you can use an '06 in an '03 chamber.

  30-03 (7.62x64mm) was designed to use a 220gr RN bullet (same one used in the 30-40 Krag).
  30-06 (7.62x63mm) was designed to use a 150gr Spitzer bullet.
  Other than the neck length (the longer neck wasn't needed with the shorter bullet) the 2 cases are identical.
  
  When they converted the origional 1903 Springfields, they simply set the barrels back 1 turn and recut the chamber, leaving themselves with the correct clearance for the shorter neck and shortening the throat slightly.
  
  I went through that rather long winded thing, so that you would understand why you can safely use the later round in the earlier chamber.

  Just like the Krag before them, they both used a 1-10 twist rate.
  IIRC the first US 30 cal to use a different twist was the M-14
