    It wasn't manufacturered that way. It could be the last 4 digits of a rifle it was previously used in.

    The Danes did this to their bolts, I had a etched bolt that matched the serial number on the receiver.

    It is a replacement bolt, probably coming out of a rifle that was held in Europe, where the numbering of bolts was pretty common. The number is most likely the last four digits of whatever rifle the bolt come out of before it ended up in your rifle.
